Michigan OTIS: State Prisoner Records

If someone from Huron County was sentenced to a state prison, they will be tracked in the Michigan Department of Corrections' OTIS system, not in the county jail records. OTIS covers all state inmates, parolees, and people on MDOC-supervised probation. It is free to use and open to the public.

Search OTIS at mdocweb.state.mi.us/OTIS2/otis2.aspx. Enter the person's last name or their MDOC number. Results include the current facility or supervision address, the offense they were sentenced for, sentence start and end dates, and their current status. MDOC's website at michigan.gov/corrections explains the department's role and how OTIS data is maintained.

OTIS records remain active for three years after someone's discharge from MDOC supervision. After that, they are removed unless the person resumes supervision. Status codes like PRISON, PAROLE, PROB, and DISCHRG tell you where someone is in the system at any point.

FOIA Requests for Huron County Booking Records

Under Michigan's Freedom of Information Act at MCL 15.231, the public has the right to access records held by the Huron County Sheriff's Office, including booking releases and arrest records. This right applies to all persons, with a few exceptions. You do not need to be a resident of Huron County to submit a request.

Your FOIA request must be written. Describe the record clearly so staff can find it. For a booking record, give the name of the person arrested, the date or approximate date of the booking, and what specific records you want. Email, mail, and fax are all accepted submission methods. The Huron County Sheriff's Office must respond within five business days. If more time is needed for a complex request, they can extend by up to ten additional business days with written notice to you.

Fees may be charged under MCL 15.234. The office can bill for staff time, copying, and postage. If the total estimate is over $50, they may ask for a deposit before they begin. Fee waivers are available through an Affidavit of Indigency. Certain information in booking records may be withheld under MCL 15.243, particularly victim addresses, information related to ongoing investigations, and some personal identifiers.

ICHAT: Checking Conviction History

Michigan State Police runs ICHAT, the Internet Criminal History Access Tool, which covers public conviction records from all 83 Michigan counties, including Huron County. ICHAT is a different resource from booking releases. It shows felony convictions and serious misdemeanors that resulted in court judgments.

To search ICHAT, go to michigan.gov/msp/services/ichat. You need a full name and date of birth. A small fee is charged per search by credit card. ICHAT does not include arrests without conviction, juvenile records, traffic violations below the serious misdemeanor threshold, or federal cases. Use ICHAT when you need to confirm whether someone has a formal conviction record in Michigan, as opposed to just being arrested or booked.

What a Huron County Booking Record Shows

Each booking record at the Huron County Jail contains the arrested person's full legal name, date of birth, the exact date and time of booking, the charge or charges they were arrested on, and the bond or bail amount set for their case. Physical description information including height, weight, and any distinguishing marks may also be part of the record. An inmate ID number is created during the booking process.

It is important to understand what a booking record is and is not. It documents an arrest and intake, not a conviction. Many arrests lead to charges being reduced or dismissed. The outcome of the case is handled by the courts and recorded in separate court documents. The Huron County Circuit Court and District Court hold those records. If you need both the arrest record and the case outcome, you will need to request them separately from the Sheriff's Office and the relevant court.
