OTIS and Houghton County jail records are two different systems. Use the county system for county jail bookings. Use OTIS for state prison, parole, and MDOC probation cases. Both are free to search.

Requesting Booking Records: Michigan FOIA

The Michigan Freedom of Information Act, at MCL 15.231, establishes the public's right to access records from state and local government bodies, including the Houghton County Sheriff's Office. Booking records are generally subject to disclosure as public records. You do not need to explain your reason for the request.

Your request must be in writing. Describe the record well enough for staff to find it. For a booking record, include the person's name, the date of the arrest, and the specific documents you want. Send the request by email, mail, or fax to the Sheriff's Office FOIA coordinator. The agency has five business days to respond under MCL 15.234. If the request requires extensive searching, they may extend the deadline by up to ten additional business days with written notice.

Fees may apply. The office can charge for staff time, copying, and mailing. If the total estimate exceeds $50, a deposit may be required. Fee waivers are available for those who qualify through an Affidavit of Indigency. ICHAT, the Internet Criminal History Access Tool maintained by the Michigan State Police, is a separate system from booking releases. It shows public conviction records from all 83 Michigan counties, including Houghton. This is the right tool if you need to confirm whether someone has a criminal conviction in Michigan.

A search requires a full name and date of birth. There is a fee per search. ICHAT includes felonies and misdemeanors punishable by more than 93 days. It does not show arrests without conviction, juvenile records, or federal charges. Find it at michigan.gov/msp/services/ichat.

Note: Booking releases and ICHAT records are not the same. A booking release records an arrest. ICHAT records a conviction. Both may be relevant depending on what you need to know.

What Houghton County Booking Records Contain

Booking records from the Houghton County Jail capture the details of an arrest at the time of intake. Each record includes the person's full legal name, date of birth, the date and time they were booked, the charges they were arrested on, and the bail or bond amount. Physical description and identifying marks may also be included. The inmate is assigned an ID number used to track them in the system.

These records show that someone was arrested and booked. They do not show the outcome of the case. Charges may later be reduced, changed, or dropped entirely as the case moves through the courts. Court records held by the Houghton County Circuit Court or District Court show the case outcome separately from the booking record.
