Michigan OTIS: State Inmate Records
The Michigan Department of Corrections operates OTIS, the Offender Tracking Information System. This covers anyone sentenced to state prison, currently on parole, or under MDOC probation supervision. It does not cover county jail inmates like those held at the Gladwin County Jail.
If someone was convicted of a serious crime and sent to a state facility, search OTIS. The tool is free. Search by last name or MDOC offender number. Records in OTIS stay active for three years after a person's discharge from MDOC supervision. After that, the record is removed unless the person resumes supervision, in which case the clock resets. If you see a status of DISCHRG, it means the person completed their sentence.
How to Request Booking Records via FOIA
Michigan's Freedom of Information Act, found at MCL 15.231, gives every person the right to request public records from government agencies. Booking releases and arrest records held by the Gladwin County Sheriff's Office are generally public under this law. You do not need to explain why you want the records.
Write a request that describes the record you want clearly enough for staff to find it. For a booking record, include the person's name and the approximate date of the arrest.
