State Inmate Records: OTIS and MDOC
If the person you are looking for is in a state prison rather than the Delta County Jail, you need the Michigan Department of Corrections system. MDOC runs the Offender Tracking Information System, known as OTIS. This database covers state prisoners, parolees, and probationers under MDOC supervision.
OTIS does not cover county jail inmates. Those are separate systems. But if someone from Delta County was sentenced to state prison, they will show up in OTIS. The search is free. FOIA Requests for Delta County Booking Records
Michigan's Freedom of Information Act gives the public a right to access government records, including arrest and booking records. The law is found at MCL 15.231. It states that all persons are entitled to full information about the acts of public officials, with some exceptions for privacy and active investigations.
To get booking records from the Delta County Sheriff's Office, you submit a written FOIA request. Your request should describe the record in enough detail for staff to find it. For a booking record, include the person's name, the date of arrest, and the type of record you want. Email, mail, or fax are all valid ways to send a request. The office has five business days to respond under state law, with up to ten more days if the request is complex.
Fees may apply. The sheriff's office can charge for labor, copying, and mailing costs. If you qualify for low-income status, you can request a fee waiver. Bring an Affidavit of Indigency if that applies to you. Not all booking information is public. Some details related to active investigations or victim privacy may be withheld under MCL 15.243.
Criminal History Records: ICHAT
The Michigan State Police maintains a public criminal history tool called ICHAT. It stands for Internet Criminal History Access Tool. This is different from booking releases. ICHAT covers conviction records, not just arrest or booking data.
ICHAT includes all felony convictions and serious misdemeanors punishable by more than 93 days from all 83 Michigan counties, including Delta County. You need to provide a full name and date of birth to search. There is a small fee per search. The tool does not include arrests that did not lead to conviction, juvenile records, or federal charges. Use ICHAT at michigan.gov/msp/services/ichat when you need formal conviction history rather than booking data.
What Delta County Booking Records Contain
A booking record created at the Delta County Jail typically includes the person's full name, date of birth, the date and time they were booked, the charges they were arrested on, and the bail or bond amount set. It may also include housing location within the jail and an inmate ID number used to track the person in the system.
These records are not the same as conviction records. A booking record means someone was arrested and processed. It does not mean they were found guilty. Many bookings result in charges being dropped or reduced. When you search booking releases, you are looking at arrest information only.
Some information in a booking record may be withheld. Home addresses, information related to victims, and details that could compromise an active investigation may not be available through a public request. The county jail staff can tell you what portions of a record are releasable when you submit your FOIA request.
